Media statement - KwaDukuza mayor welcomes R927.8 million conditional grant roll-overs
CAPE TOWN: KwaDukuza mayor Lindile Nhaca has welcomed the presentation delivered by the municipal portfolio chairperson and executive committee member, Cllr. N.C. Mdletshe who delivered the first quarter report earlier today where he highlighted new developments in relation to the disaster funding.
The Budget and Performance Assessment Report sets out the municipality’s financial position and performance within a period of three months, this report allows council to take the necessary steps in leveraging its business activities.
Nhaca pointed out that she is happy that the National Treasury has responded positively to the municipality’s application for a budget rollover for several infrastructure projects that are funded through conditional grants - this includes the grant funding for disaster projects.
“The National Treasury last week, responded in writing to the accounting officer, indicating that KwaDukuza has been granted four budget rollovers worth an amount of R927.8 million. This will give the municipality adequate time to spend its conditional grants… This approval is in respect of the Municipal Disaster Recovery Grant (MDRG) of an amount of R899.7 million for 400 projects listed as per Municipal Disaster Implementation Plan for rehabilitation & reconstruction grant projects for the 2022/23 financial year that the municipality submitted as part of the rollover request”, said Mdletshe during his presentation on behalf of the mayor before council today.
Treasury also rolled over the Municipal Infrastructure Grant (MIG) of an amount of R149 thousand towards the Groutville Market Sports Field, the Municipal Disaster Response Grant (MDRG) of a total amount of R26.8 towards upgrades to the Mnyundwini culvert bridge in Ward 9, totalling R3.8 million, the replacement of Hullet Bridge (Ward 2) worth R16.2 million, installation of new bridge Sugra and Mbazuma (Ward 17) worth R3.8 million, and for the payment of consultant fees for construction supervision worth R3 million.
For the Integrated National Electrification Programme (INEP) an amount of R1.1 million was approved for the Substation Bulk-Lot 14 switch room in Glenhills.
The full rollover report will be brough before council in respect to the projects that have been granted the rollover. The council is expected to consider and approve an adjustment budget to give effect to the rollover.
The Provincial Executive Committee led by the Premier will be convening its meeting within the current quarterto oversee the expenditure of the disaster and to undertake site visits. The mayor could not attend the meeting as she is attending a financial conference in Cape Town.
