Media Advisory - NRCS 14th Annual Building Control Officers’ Convention to discuss effective strategies to mitigate the impact of climate change and much more


The National Regulator for Compulsory Specifications (NRCS), in collaboration with KwaDukuza Local Municipality will host the 14th Annual Building Control Officers’ (BCO) Convention on 26 November 2025, to address critical challenges affecting South Africa’s built environment such as the construction mafia phenomenon and the devastating effects caused by climate change across the country and the world at large.

 

The annual convention brings together Building Control Officers, Government representatives, Municipal officials, industry professionals, and academia.

 

To be held under the theme “Innovating for Resilience: Regulating Building Technologies for Climate Responsive Development,” the 2025 convention will focus on promoting climate-responsive and sustainable development through innovation and effective regulatory frameworks.


Discussions will cover issues aimed at strengthening the implementation of the National Building Regulations and Building Standards Act (NBR&BS Act), ensuring compliance and uniformity across municipalities, and leveraging technological advancement to support efficient building control processes.

 

In light of the growing impact of climate change, such as drownings, building collapses, and infrastructure damage, the Convention will also explore strategies to enhance infrastructure resilience and safety.

 

Other areas of discussion at the Convention will be among others, the role of innovation in climate-resilient infrastructure, emerging trends in building technologies and materials, assessing the state of health and safety in buildings across South Africa, strengthening resilience through collaboration between municipalities and regulatory bodies, and regulatory tools designed to ensure that South Africa’s built environment can better withstand extreme weather events, to mention just a few.
