KWADUKUZA MAYOR RECEIVES FIFTH GENERAL VALUATION ROLL WORTH R102 BILLION
CERTIFIED: KwaDukuza Municipality has received its fifth General Valuation Roll (GVR) with about 51 000 recorded property entries worth a whooping R102 billion.
The certified Valuation Roll will be in effect from 01 July 2026 until 30 June 2029. The valuation determines the market value of all registered properties. The updated GVR reflects market conditions that prevailed closer to the fixed date of 01 July 2025.Local government legislation requires that the valuation roll of all properties be updated every four years and must be valued at market value, which is the amount the property would have realised if sold on the date of valuation in the open market by a willing seller to a willing buyer.
KwaDukuza mayor Siduduzo Gumede received the Valuation Roll on behalf of the accounting officer, “We are happy to have received the municipality’s fifth Valuation Roll with over 50 000 properties register under the deed and this is an indication of our exponential growth as an aspiring city. For sustainability, the municipality relies on rates as a key source of revenue generation therefore, imposing rates becomes critical for local government to function effectively. By imposing rates through such frameworks ensures that the rates burden of the poor are also put into consideration”, said Gumede.
The municipality appointed Abubaker Rahim as the municipal valuer, to carry out the valuation of all registered properties. The rates calculated for all properties are determined annually within the budgeting process, based on Council's Rates Policy which determines how properties are to be categorised for rating purposes.

The certified GV 2026 roll was received by the mayor on behalf of the Municipal Manager, in terms of section 34 (d) of the Municipal Properties Rates Act and the MPRA regulations. The Municipal Manager will be publishing a notice advise property owners of the property values, use code, rating categories and objection closing dates in the Provincial Gazette, media, the municipal website (www.kwadukuza.gov.za) and at municipal offices.
The certified valuation roll will be open for public inspection from 13 February 2026 to 15 April 2026 at the following venues:
1. Civic Buildings, 14 Chief Albert Luthuli Street, KwaDukuza
2. General Justice Mpanza Building, Cnr of Mahatma Gandhi & Gizenga Streets, KwaDukuza
3. Nokukhanya Luthuli House, 10 Leonora Drive, Ballito
4. Libraries with KwaDukuza Municipality
The objection forms will also be available at the above addresses and the Municipal website.
Upon publication of the valuation roll, property owners should note that they would have sufficient time to lodge an objection against the valuation placed on their property. Objections may then be lodged through a formal process determined by the Act.
It must be noted that an objection may be lodged against a particular property and not against the valuation roll. Sectional Title property owners are reminded that a separate objection must be lodged against each section. The Municipal Valuer will investigate all objections made by property owners.
Tariff modelling will be undertaken during February and March in preparation for the approval of the annual draft budget on 31 March 2026. Rates tariffs will be announced during the Mayoral Imbizo's across all wards that will take place after the approval of the draft budget.
