KwaDukuza Mayor Siduduzo Gumede today, 29 July 2026, signed the municipalitys integrity pledge, committing all councillors and the administration to deliver with high ethical standards, zero-tolerance to corruption and maladministration.
Mnguni signed the pledge along the municipality's independent oversight committee chairpersons, the Speaker of council, Whip of council and the Acting Municipal Manager during the full sitting of council.
The Mayor characterised the historic event as a defining moment in the current office tenure.
In a prepared speech, Gumede remarked, "I stand before this august house to what I consider as one of the defining moments of this term of office, which is the signing ceremony of the KwaDukuza Good Governance Pledge and I wish to thank the Speaker of Council for offering us this opportunity.
This signing ceremony is binding declaration to our people as we understand exactly what is required of us as custodians of public trust.
My fellow councillors would recall that when I joined this council in August last year, one of the commitments I made was to ensure that the integrity pledge is drawn with clear ethical leadership principles, binding all councillors, senior managers and external oversight structures to a common standard.
Today, we honour that commitment as part of our Turnaround Service Delivery Improvement Plan where Good governance is the foundation upon which effective delivery, institutional integrity and public trust are built.
Through this pledge, we are making a solemn commitment to ourselves and the people, to lead with integrity and to a zero-tolerance stance on corruption, maladministration and conflicts of interest.
We commit to accountability, transparency, responsiveness, upholding the rule of law, and placing our communities at the centre of service.
Integrity is proven on decisions we take when no one is watching, therefore if we are to build a capable state, ethical leadership should be the cornerstone.
Ladies and gentlemen, I have spoken before about the unfolding realities that we should not necessarily shy away from. We have ongoing high-profile investigations that are currently underway. This includes the findings Section 106 report which its findings were presented before council with recommendations for corrective actions.
The Special Investigating Unit (SIU) launch a probe into three tenders. The Hawks (Directorate for Priority Crime Investigation) launched a Cyber Fraud Inquiry into the R35.7 million bank account hack loss, via spyware on the municipal account.
These efforts show that the municipality is steadfast in rooting out criminal elements and dealing decisively against corruption and maladministration allegations.
This is our commitment of transforming this municipality into a beacon of what post-apartheid South Africa can achieve; prosperity, unity, and trust.
Let us stand together, to do more, and restore dignity in our communities, let this pledge be the standard against which the current and the next Council measures itself in the years ahead.
With those remarks, I hereby pledge to good governance", said Gumede.
