Media statement: Deputy Minister Sihle Zikalala visit to KwaDukuza marks progresses towards completion of new Home Affairs building

KwaDukuza Mayor Siduduzo Gumede together with the Deputy Minister for Public Works & Infrastructure Sihle Zikalala today, 05 August 2026, received a detailed technical handover report of the new Home Affairs building that was stalled due to failures experienced by the contractor.

The deputy minister announced that the project is to be re-established by the Independent Development Trust (IDT) which is a Schedule 2 state-owned entity under the Department of Public Works & Infrastructure that is to implement the project on behalf of Home Affairs.

The deputy ministers visit to the facility signals the commencement of work behind the scenes for IDT to undertake due diligence towards the appointment of a new contractor and a team of professionals following practical failures by the previous contractor as a result of cash flow challenges and poor contract management.

KwaDukuza Mayor described the handover of the site to IDT as progress informed by strong intergovernmental corporation through the District Development Model.

“This is a timely intervention and we are happy that the project is finally taking off once again. It has been a lengthy delay but we trust the capable team under IDT who will now continue development on behalf of Home Affairs. The technical handover showcases our strong intergovernmental corporation of the implementation of the District Development Model. We also appreciate the stewardship of Deputy Minister Zikalala for committing to play strong political oversight over the appointment of a new contractor so that our local residents can receive a dignified service in a state of the art public facility”, said Gumede.

The project is 60% complete and has remained dormant for an extended period. The IDT will undertake a technical assessment including funding confirmation and approvals before construction activities can commence.

The visit forms part of Operations Siyahlola which is government’s response to challenges of access to social facilities, building safer communities and the improvement of service delivery.
